The referendum date is drawing closer, people are gearing themselves for the polling station, and rallies are taking place left, right and centre. But will the starving organs of constitution making deliver? With the committee of Experts (CoE) and the Interim Independent Electoral Commission (IIEC) saying that they are running out of money to conduct country wide civic education, unscrupulous politicians, activists and those who care to carry out their own 'civic education' have been left to dominate the field and propel their agendas.
The Ministry of Finance has also been quoted in the media saying that they do not have enough money to bail them out and with less than four weeks to the referendum, things are looking gloomy for the CoE and IIEC. With time running out, will it be possible for them to conduct country wide civic education and ensure that, come August 4th 2010, Kenyans are fully aware and understand what they are voting for or against?
Will the IIEC leave up to its mandate? Will they be able to restore confidence of Kenyans in the electoral process after the violent 2007 general elections which lead to loss of lives, displaced people and damage of property? What is evidently clear is that the two major organs involved in constitution making process are starving; will they be able to deliver under these circumstances?
